I'm curious as well, since my copy hasn't arrived yet. I can't find any booklet pictures on auction sites either.

Note that on Amazon Japan&Ebten you also have a very cool box in bonus for only 500JPY extra (not listed on vgmdb).

so, like the base game soundtrack, the non-Reload, P3R version arrangements go uncredited, aside from listing the original P3FES arranger.

Like I said in the Limited Box thread I believe Atlus doesn't consider the non-Reload tracks to be true arrangements, rather just new productions of the original arrangements. This is supported by the metadata of the Mora releases of both P3R and Episode Aegis, which seems to put "Atlus Sound Team" as arranger on all the new and -Reload- tracks, while specifically putting Shoji Meguro on the tracks he's credited for "Persona 3 Original Music Arrangement" and "Persona 3 FES Original Music Arrangement".

What's odd is that Kenichi Tsuchiya, who is still with Atlus, is also explicitely credited as composer on the tracks he composed for P3F, like Meguro and Kurokawa, while Kitajoh and Kozuka, who are also both at Atlus, are credited as "Atlus Sound Team" (both composer and arranger).

Credits are worded a tad awkwardly again, but I believe that much like the original Reload release, they credited everyone involved. This leads me to conclude that Meguro arranged the majority of his own music yet again, with the tracks listed under "-Reload- Version Arrangement" being exceptions.
The key thing to understand the credits in Reload's soundtrack releases, to me, is how the LIMITED BOX listed these tracks. They were far more explicit in wording, and using these in comparison makes the credits a lot clearer.

In regards to Tsuchiya's credit, that's because his song is an arrangement of a Persona 1 track. Kurokawa's track (which funnily enough was credited to Tasaki in P3F), is also from P2 Innocent Sin, which is why they're both credited properly.
I also don't think the AST credit on digital releases means anything, because Metaphor's soundtrack on streaming services is also almost entirely credited to "Atlus Sound Team" despite the Special Soundtrack being known to only feature Meguro compositions (aside from the EO arrangement). Atlus has 0 consistency and puts 0 effort in their digital releases now so I wouldn't use them as evidence of anything.

I'd like to believe the limited box credits are old (they say "Shoji Meguro (Atlus)") - as in, before Meguro left Atlus - but the timeline of that doesn't seem to match up. He left in September 2021, that's still 2 and a half years before P3R released. ...Was the music (and the limited box soundtrack production) done 2-3 years before the game was set to release?

Probably depends on the project start date, so even if Meguro left Atlus in late 2021, he had to complete ongoing projects as P3 Reload and Metaphor ReFantazio as he was still part of internal staff.
This is only my opinion.

I personally don't think it's far fetched at all considering the project was in the works for a while, and this whole soundtrack was a fairly simple undertaking on his part (literally just "updating" his old music and not making any drastic changes to compositions). Like I said, if the LIMITED BOX credits didn't exist, I possibly would've come to a different conclusion but as we stand now I don't see reason to doubt this
