This is an interview recorded in December 2023, for the SEGA New Employees YouTube Channel. My guess is that it's Ryo Fukuda.

These one-person interviews don't give the developers' names, but the identifying detail is that this guy is in his 2nd Year at SEGA by this point (2023), that he has worked on the Like a Dragon series, and that he works on sound effects, music and voice editing.

Ryo Fukuda is the only person who seems to have joined in 2022, has worked on multiple Like a Dragon games (2 were close to release when it was recorded and the video was published after both released), and has done music for them, as opposed to Hiroki Kiriyama who is only credited with sound effects.
