There is some circular editing going on in tracks 2, 4, and 13, so we're going to need to discuss it here.

-Light Guardian is used in ex+alpha, where the song titles are listed at the start of the battle in English ala Soulcalibur, even in the Japanese version. Unlike the other two tracks in question, the name is exactly the same between EX and EX plus alpha, so I take Light Guardian as the official name, especially sense it sticks to the same naming format. [i.e. Strange Sunset, Heat Wind, Rising Dragoon, Spinning Bird]

-The original EX is 夜桜満開 (Yozakura Mankai). Sakura Mankai (桜満開) lacks the first symbol. It also makes sense that Yozakura Mankai isn't as loud as Sakura Mankai, as it suggests that Yozakura sounds like night and Sakura sounds like day, despite the fact that the background is unchanged.

-Tenkyaku Maiuta (天脚舞歌) (different from Spinning Bird) is interesting. The Tenkyaku part goes without saying, but for Maiuta, 舞 = mai [dance], and 歌 = uta [song].

Check the first and fourth (non-vgmdb) results for this page. Maiuta is definitely a romanization of 舞歌, especially since the sites they come from are Japanese. I don't know where Buka came from, considering buka = subordinate person. So what do you think sounds right: "Heavenly Leg Dance Song" or "Heavenly Leg Subordinate?" Your call.

About "Sakura Mankai"... you even said it yourself, it has been written that way in Street Fighter EX Plus Alpha, because they're "the same song", which carries over to all versions of it... including Technicbeat and escape goat, which both use "Sakura Mankai" (okay, the latter uses "sakura満開", but still). Nothing actually changed; it's just that the powers that be refuse to romanize it as they should.

So, what we should do is go ahead and romanize it as "Yozakura Mankai" when the album uses only the kanji form, and leave "Sakura Mankai" on albums that use that form. We should do the same with Light Guardian, Spinning Bird, and any other title like this.

By the way: Rising Dragoon, Light Guardian, Strange Sunset, Cold Pipe, and Irreconcilably (from this album) were reworked and put in SFEXPa. There were some on escape goat too, so I'll go post in there.

Just to be 100% clear on the yozakura/sakura thing, the original title of the track for EX was 夜桜満開 (yozakura mankai), and the arrangement for EX Plus was retitled "SAKURA MANKAI" in English (a few other tracks got new titles too, as Despatche mentioned). We should definitely be going with "Yozakura Mankai" here, since this is using the original title.

Also, I would completely disregard kyubi's furble farble about "maiuta." Yes if you decompose 舞歌 into the words 舞 and 歌 they would be read mai and uta, but this is a compound word and that is totally not at all how you determine the pronunciation of compound words. Buka is perfectly reasonable. In fact, if you reverse the characters, you get the word 歌舞, which would usually be read kabu (like kabuki). I don't think any of the albums give us a reading as a definitive answer, but JASRAC has it registered as tenkyaku buka.

I'd suppose it has something to do with flamenco since one of the tracks is in this style. It seems to translate to 'dance' whatever that means in that context

Ah yes I should have actually listened to the track first before posting. Baile indeed refers to flamenco as you say and on the track in question flamenco style 'tap dancing' is present, so that's what the credit is for.
