"Carol of the Bells" was originally composed by Mykola Leontovych. Parts of it are also used in "Arkham Origins Suite". Should he be listed as a composer?

I'm not sure but isn't Carol of the Bells based on a Ukranian traditional song that already had the melody so Leontovych would be (technically) the arranger while the original composer is unknown?

I think that, regardless of whether 'Carol of the Bells' is a Leontovych tune or a traditional folk tune, I find it surprising that the official credits don't at least acknowledge in someway that it's not an original Christopher Drake composition.

It's not THAT uncommen for a public domain piece of music to not be credited. The recent film score for The Walk doesn't credit Beethoven (Fur Elise) either.

Oh yeah it happens all the time -the Angelic Hymns in Bayonetta 2 as a recent example - I guess what I found odd in this instance was that they credited one public domain song in 'The Thieving Magpie' and yet decided not to with this one. That must have been a conscious decision to do so.
