This name is probably read Toshiki Kato, but I couldn't find a source verifying that besides retailers.

EDIT: Osu! Tatakae! Ouendan 1 & 2 look like they credit 加藤敏樹 with track production: [1] [2]. Also credited is Toshimichi Isoe, who he's worked with a couple of times (although the ZIZZ website doesn't list him as staff).

Elite Beat Agents, which is in the same series but a separate game, credits Toshiki Kato with additional track production: http://www.youtube.com/watch?v=lI2TVNLjpl0#t=7m52s. It's not direct confirmation, but it could be the same guy.
