7DS-0109: TOMORROW WILL BE FINE OR / Takao Kisugi

1) this EP gives Katz Hoshi as arranger of ED1, the Music Cocktail and Music Blend album give Satoshi Takebe.
Anison.info list both version and Takebe's as official while wiki gives official the Katz Hoshi version.
What happen?

2) 矢倉銀 is a pen name of Takeo Kisugi, is it correct to romanize as Gin Yagura (or Yakura)?
