I am not really sure about how to enter that album..

It got 3 discs but catalog number of the 3rd disc have a little difference.. in order there are:
TAL-012-1 ; TAL-012-2 ; TAL-012L-3

Seems like the third disc comes with a small insert and have it's own obi..?
But where i am lost is the price printed on the 2nd Obi (4830 Yens), which is related to...?

I didn't see the album actually, but can image how the limited edition is formed.
Some limited album includes its unchanged normal edition plus some bonus, and they are packed with a hard slipcase and a new obi, largely in order to save cost and time without repack or reprint.
Then two obies can be included on one album.
