This is classified as Original Soundtrack, but obviously it needs to at least have something else added since it has vocal tracks which couldn't possibly have been in the game. Is the rest of the music SNES synth or is it arranged?

The last two tracks are the only ones that are arranged, if I recall.

Does this share any tracks with the not for sale disc?

English tracklist was full of inaccuracies, so I retranslated almost all of it. Highlights of the worst offenders:
忘れえぬ想い translated as "Forgotten Emotions" when it means the opposite. 強大なるもの translated as "Becoming Mighty." なる here is an old adjective ending, not the verb "to become." If I had a nickel for every time I see this same mistake in tracklists that no one bothers to check... There was also an error in the Japanese transcription (it's フュリス, not フェリス) 5 years late, but do you mean BOUNTY SWORD BGM SPECIAL? Yes and no. That album was a bonus with the PS1 sequel and mostly contains music from that game. The last three tracks are from Bounty Sword First, a PS1 remake of this game that has new arrangements of the original SFC music represented on this album. Anyone knows if this CD had a registration card?
