Lightning Legend was included on Hiroshi Tamawari's older, more complete works list, so I'm assuming he's "Matamata" (マタマタ in the game).

Are we positive that the "Akira" credited here is Akira Yamaoka?

Lightning Legend is listed on Yamaoka's old Konamistyle page: http://www.konamistyle.jp/sp/akirayamaoka/more/who.html.

His credited role in the game is サウンド進行, which I guess is something like "sound direction"? I'm not really positive about the meaning of 進行 here.

I would love if someone could translate the paragraph of text under マタマタ on page 5.

Ohamo Kotetsu is clearly the star of the show here. But who is he? おはも小鉄 sounds like a pseudonym.
