On the back of the Playstation 2 game box it says: 音楽プロデュース:福富幸宏(DJ/アーティスト).

That's Yukihiro Fukutomi (https://vgmdb.net/artist/8104). Should I put him as the composer of the original tracks? Or are the tracks that are remixed on this CD different from the music that Yukihiro Fukutomi was responsible for? I know that the group Serani Poji was created to be the in-game band that the main character Neji Taihei listened to all the time. Does anyone know if Fukutomi was responsible for those compositions as well?

For Serani Poji, the game's credits list Fukutomi and Tomoko Sasaki (https://vgmdb.net/artist/1467) as Producer and Co-producer respectively.

I usually see Sasaki credited as the primary composer behind Serani Poji, including the three tracks on this album (e.g. the Sega Retro wiki), but I can't find a primary source on that. Also worth noting that "Serani Poji" continued to release albums long after Roommania, and most sources I've read say Sasaki was the sole composer after the album "one-room survival."

It seems safe to assume Sasaki was the composer for these tracks, but maybe Fukutomi and Sasaki should both be credited just to be safe...

Sasaki specifically is credited as the original composer of these three songs on JASRAC (and almost all of Serani Poji's songs, though there were like four by Fukutomi)
