Unfortunately, like the Valkyrie Anatomia soundtrack (and the Brave Exvius and Mobius soundtracks before), it's exclusive to the Japanese Square Enix e-store.

strange that this and the Valkyrie soundtrack are on the e-store but yet the compilation CD's (cry and Up!) are not. :\

The Mobius and Brave Exvius soundtracks were (and still are) available at CD Japan.

Wrong, Exvius is no longer available since quite some time.

They were available as special orders, though, meaning CD Japan had to order them from the Square Enix e-Store first. As a result, both were quite expensive.

I don't think so. Any reference to FFXV on the cover is there because the game Justice Monsters Five is based on the characters.

You can play Justice Monsters Five in FFXV too as a minigame though.
