Tohru Nakabayashi's name is with the column mention about this on SEGA MOBA (http://web.archive.org/web/200912191...ut/column.html), so it's possible he was involved with the original game. The date listed for said column addition is May 18th, so it might have released that month.

Some others that were confirmed to have been involved with StarHorse at some point are Takenobu Mitsuyoshi (listed on his LinkedIn page under Experience of the Oversea Orchestra Recording as Recording Director, says it was done in Germany), Ryohei Kohno (his interview on the old Mechantronics has StarHorse series in his works list when StarHorse2 was the newest iteration) and Kazuhito Shimizu (his twitter bio has the game listed, not sure if 初代 would mean just the first one or not). Not sure if this even is just for the first game, it's probably music from all versions up to that point.

EDIT: Although it's also possible that it released much earlier and was being specially rereleased. There's albums in that column listed under the same aquirement conditions that definitely saw wider release such as Quest of D SOUND TRACK and AFTER BURNER CLIMAX SOUND TRACK. If only the photo of the inside were bigger so the copyright year was readable.

EDIT 2: Now I've seen the webpage, so know that it's all from the first generation of StarHorse. Also GO SEGA has released, and confirmed that Sachio Ogawa, Kazuhito Shimizu and Ryohei Kohno worked on that generation.
