I'm so confused... the notes say Kenji Kato composed the BGM, but he was removed from both credit fields.

Also, track 3 on this CD is so nice~

EDIT: Nevermind, apparently Kei Fujimiya is Kenji Katoh, who we're calling Kenji Kato here. I wonder where all these different credits come from.

The booklet doesn't seem to credit a BGM composer, but Tail Wind's old page for the game credits Kei Fujimiya (under that name) and others for "music" in general. I'm not sure if that means there were other BGM composers of it that's just acknowledging that the vocals were composed by different people.
