This is the soundtrack for the OVA animations. Not movie.
"Magnum with love and fate" is a Movie, while "The Secret Service", "Death of the Vicious Criminal Ryo Saeba" and "The Motion Picture " are TV Movies Specials.

And now you come here to insist on this OVA/movie topic...

So a few questions for you before you would like to edit:

Why do you think there is a film "stamp" in opening credits?
Why is it called #2 and #3? So what do you think is #1?
Why in the booklet, producer wrote: " '90.08 [ベイシティ・ウォーズ] [百万ドルの陰謀] 公開。"? and not using "発売"...?
Why on both the VHS back covers is it written "劇場版オリジナル作品第2弾" and "劇場版オリジナル作品第3弾"?
...

Simply see the case front, "motion picture soundtrack"
motion picture = movie

For more details of series, check wiki JP or EN.

Well, the English Wikipedia is also incorrect about this, giving both OVA and televison movie as category....

Does anyone know why this album doesn't seem to actually exist online? It's nowhere to be found on any Japanese auction listings and/or their history, doesn't have an Amazon.jp page, and no mutual UPC-correlated website containing the CD's info - such as a billboard/HMV site. I'm stumped. Is this like some kind of rare Victor pressing? I wanted buy the album and scan the artwork as it's the only City Hunter CD that's missing scans in my collection.

Any help would be much appreciated.
