This is presently classified as "Arrangement," but arrangement of what? Isn't this an "Original Work", or are these songs from non-DQ games that Sugiyama wrote for? Anyone know?

The classification is correct. Most of these were originally songs Sugiyama wrote for musicians in the '60s and '70s, with a few exceptions I just added to the notes.
