Makoto Shinkai is definitely on the right in the first link, but the other one could well be Tenmon, as he looks like the one in the second link - who IS Atsushi (albeit low resolution).

Good finding! I was trying to find a picture of him, but had failed. Surely is him. In this photo he also appears.
