Their first name might start with NAO. It's one of the names in the high score ranking for Super Monaco GP, right above MIK (probably Koichi NaMIKi). If you're curious, some other confirmed developers who may be in the high scores are Hisao OGUchi, Masaki KONdoh, and (stretch) Katsumi Tojo as TO3.
It's probably just a coincidence that there's a NAO credited for sound effects in the MEGA DRIVE port, is it confirmed that it's Naofumi Hataya? If you follow in order of credits (like with KAK being KAKI and UWA being Tokuhiko Uwabo, WAK and HAM being swapped around to become Masahiro Wakayama and Takahiro Hamano), then Y is YAM. So then it would be NAO YAM. The fact they're listed as Retired in the 2ND RACE is very suspicious, but all the scores are identical to the arcade version, so it's copied from OZK. There aren't any names in HOT ROD starting with N or Y (nothing matches Hiroshi Miyauchi either), and ROUGH RACER's high score initials all seem to be racing terms like RPM, 4WD and MPH. EDIT: I haven't yet digitized high score tables for all SEGA games in a single TXT file, but I do have TIME SCANNER included and noticed there's a YAM there, right below NKB for Tohru Nakabayashi. Could be them as well. EDIT 2: Just realised NAO YAM could be short for Naomi Yamamoto! She was a sound programmer on SEGA RALLY CHAMPIONSHIP and the Clockwork Knight series and there's a Yamamoto mentioned on Hiroshi Kubota's website as being there to reunite with for the 1998 SEGA New Year's Party.
