On that note, PS2 Gain Ground's soundtrack is excellent and there should have been a proper CD release for it. It contains both arranged and original tunes.

Music arrangers from the game's (Sega Ages 2500 Vol. 20: Space Harrier) staff roll. As shown, it doesn't actually specify the world "music", just "sound" but I'll assume they are the arrangers unless proven otherwise.

Sound design could easily be for sound effects as well, so I don't think that constitutes adequate proof. Until new information surfaces I'd hold off on those credits.
