I found the additional information such as other characters/works that each seiyuu has voiced through Hachimitsu-Kumasan's website: http://www.hachikuma.net/Products%2FVOD01.html and translated them through http://www.myanimstlist.net/

I wasn't able to find what Track 02 was an arrange of, if at all. I also wasn't find able to find a list of which arranges were used as background music for each track (though I could identify a handful). So I left that part out since it isn't listed on Hachimitsu-Kumasan's website.

Did all of those performers actually perform for this album, or are they just sampled?

I'm not entirely sure but I think the performers did perform for this album because quite a chunk of the dialogue could only be used within the context of Touhou.

For example, they say character names (Cirno, Marisa, Shanghai Ningyo, Remilia, Sakuya, etc.), Gensokyo, Spellcard titles (something something Icicle Fall something, Master Blade, etc.). They also express personalities (as viewed by fans) of each character in their voice acting somewhat accurately, one distinct example that I can actually put down into words is Yoko Hisaka (as Marisa Kirisame) constantly adding ~ze to the ends of her lines.

Again, I could be wrong, but based on listening to the entire album I would have to believe that the performers did perform for the album.
