Default WM-0528: Dynamite Deka vs Wing War Original Soundtrack
Seems like Wavemaster screwed up on this one. The songs were sampled at 48khz, but the disc is mastered (like all CDs) at 44.1khz, meaning that all songs are pitched down a bit, and of course play a bit slower.

Also, "MUU" is Tomoyuki Kawamura. Source: Sega Retro and of course his professional site MUU2.
