I'm not so sure about Sound Producer and Arranger being the same thing here, though Anison Generation lists them as Arrangers.

The anime OP credits show Hattori as the arranger for track 1, though he is listed as sound producer here. So they are the same thing here.

Why sound producers are also included as performers?

For M-02~03, the instruments were performed by members of DEPAPEPE and J.A.M. Since the liner notes state "DEPAPEPE are" and "J.A.M are", I grouped them together under those names.
