Takayuki Iwai composing Lei-Lei, Felicia, Bishamon, and Sasquatch all come from the 7-part Hideki Okugawa research video.

Hideki Okugawa composing Anakaris and Aulbath came from the same source
http://www.youtube.com/watch?v=jDtYPs50Jos at 3:51 to 5:49. 4:58 confirms that composition credit from the first game is the same here in the second. Rockman 2 The Power Fighters OST's liner notes are further proof of this consistency.

Again, to restate a previous point, this is all true for the first game as well.

I added the confirmed credits from the liner notes and removed the old breakdown because when composers say they did "Sasquatch" and so on, they most likely mean ALL songs related to Sasquatch, rather than exact tracks (ie the notes make it sound like they are in charge of characters as a whole).
Old breakdown:
Takayuki Iwai (Disc 1 - 5 / Disc 2 - 14, 18, 22)
Hideki Okugawa (Disc 1 - 9, 17, 21, 29 / Disc 2 - 5, 9)
Tomoyuki Kawakami, Toshio Kajino (Disc 2 - 35)

After seeing this I now understand why people originally credited Jurota Kosugi to Phobos/Huitzil.

Since they never noticed the difference in Donovan's voice and voice credits for the first two games are not given, the only remaining character to attribute the actor to was the robot.
