I tried, but there'd be a better / more consistent choice for those flower names (academy name vs common name). We even may to refer to the game's story character relationship.

I'm not super sure, but I think tr03 綿帽子 refers to a dandelion's white head. (タンポポの綿帽子).
Maybe somebody could confirm how the white part is called in English, but after some Googling I think "cotton ball" may be more appropriate than "cotton hat".

I've always called them "puffs" when they are in that stage, since they are like cotton puffs, but I don't know if that's their official name.
