Unlinked Yumiko Kameya (correctly: Yumiko Kanki). Yumiko is credited on the F-Zero soundtrack, but did not compose "Big Blue" which is the track featured here.

Well, first thing's first: The album name is a pun/play on words.

冥土陰埼玉

冥土 = Meido = Underworld/Hades/Realm of the Dead/Otherworld/Netherworld/etc
= In = Yin (as in Yin & Yang)
also = Kage = Shade/Shadow/etc
埼玉 = Saitama

Meido in Saitama = Made in Saitama (Saitama is a place/location)

In keeping with the Japanese/English pun of the title, Shade should probably be ruled out.

So what do you think should be the "official" English album name?

I'd probably drop the translation and use the romaji title as the display title.

Okay, I just made the display title for this album "Meido In Saitama".

Since "Underworld Shade Saitama" doesn't really make any sense (nor is it meant to), I think the romaji title is a good compromise between the kanji and the non-translated English title (i.e. Made In Saitama).

If anyone has any objections to that, feel free to post.

Actually, disregard what I said; the album has an "official" english title, so it's better to just use that and put the romaji on line 3. Sorry for the confusion.

I've also filled in the full release date (comic market 63) and the catalogue number, which you can just make out on the disc scan.
