AQUA POLIS (previously AQUAPOLIS without a space) is a prog band Norio Nakagata's in. Unsure at the moment whether the arrangement was done by the whole band or just one or more members.

Dunno if the song on this album is something they performed there, but the AQUA POLIS "+α" lineup that just played at Tokyo Game Music Show 2017 was:

• Norio Nakagata: keyboard
• Yoshiyuki Sakurai (桜井 良行): bass
• Hirofumi Mitoma (三苫 裕文): guitar
• Ichiro Takesako (竹迫 一郎): drums
• Tatsuro Kawakami (川上 達郎): drums
• Shiro Sugano (菅野 詩郎): drums
• Raiden Nakayama: vocals

Not sure how many of those folks the "+α" refers to, Nakayama seems obvious though.
