I find a scan (RVL-SVMP-EUR) that is seemingly from the European release, so there might be ones for U.S and Australia as well.

Interesting to know more Nintendo's CD releases than I thought actually have catalog numbers, though some of them are apparently on the inner ring of the back of a disc, which is rarely scanned.

The DVD case front scan is incorrect for this version. The Japanese version of this has a picture of a Famicom on the front, not an NES.

Probably a bit of a newbie question but when I ripped this CD with EAC, my tracks have an extra 3-6 seconds. Is there something wrong with the way I ripped it or something wrong with my CD drive? My other VGM rips matches the tracklists here, plus or minus a second.

I changed the overall EAC settings as per the guides, and the first track is still 3:15 long (not 3:11) despite changing the "Gap/Index retrieval method" setting (i.e Detection Method A, B, C) and "Detection accuracy" setting (i.e. Accurate, Secure). Accurate Rip is enabled.

Based on the track times EAC has given me, I'll go ahead and revert the track times back to before the 2012 edit unless there are any objections.

Previous disc length: 25:16
Adjusted disc length: 25:54

The HKG and TWN printings have their own box/case/booklet, but use the same disc as the Japanese release. There's also most likely an ASI printing for Singapore with the same Japanese disc.
Should they have their own entry? Are there other cases where a disc from another region is used with localised packaging/booklet?

Yes. This is literally HDBCD038 but with an extra Japanese insert and an obi that wraps around the back cover to change the cat number, barcode, and language. Disc even says HDBCD038 on it.

Oh, and also, it just occurred to me, this is the 25th anniversary album, and it's 25 minutes long. OMAGIRD. They obviously added enough SFX until it was just below 26 minutes.

layzee, what's the checksum of track 15?
mine is [22547DAE], which according to EAC is OK with separate track extraction, but not for single track cue-sheet extraction... ??

Track 15 cannot be verified as accurate (confidence 9) [AEE9418A], AccurateRip returned [22547DAE]
