Seems to be some sort of concept album in the same vein as Kirite, and somehow Bemani related. More info here.

Zektbach is the alias of Tomosuke Funaki (Bemani composer), and Ristaccia is the name of one of his tracks from beatmania IIDX 15. Looks like another one of the endless series of works albums, although possibly themed this time like you mentioned.

It's actually supposed to be tied into pop'n music as well. And as far as I've been able to tell, a DVD is going to be included that includes like an animated telling of the whole story. All of the Zektbach stuff is indeed a story though, there's a website that has some of the tales related to it on Konami's servers somewhere.

So, for the people who have this album: are there Bemani tracks arranged on this album, original compositions, or a combination of the two?

Blind Justice and Apocalypse are from the IIDX series. The accompanying DVD includes these two songs as well as Ristaccia and Turii, so I presume that these are also Bemani songs (I haven't gotten a chance to watch the DVD yet). The rest might be original compositions, or they might be planned for future IIDX or Pop'n games.
