The Publish Format sure is not commercial. Those "APM Music" CDs are reserved for companies who want to use them for their presentations (eg advertisment).
APM even states at their homepage in the FAQ section:

8. Are your CDs available for personal use?

The music from the APM library is not sold commercially and is only available for production use. Source


Unfortunately, there is no fitting entry for such publish formats. But I think it shouldn't stay the way it is since it's just wrong and confuses people.

EDIT: Also, this should be made "Not for sale". I was once told that if I uncheck the "Price Unknown" box, it'd automatically set "Not For Sale" but insted it shows "Free". So how is it possible to do it right?
