It's more useful to check the artist db page first to make sure it's the right person you're looking for or linking to. Some artists share the same names, but work or have done a different field, so we must keep an eye out.

Additionally, if you don't think that is the right artist, it's better to have it unlinked. I recently made an artist draft for a Hiroko Kasahara album and the "Public Relations" person is linked to a violinist, and hasn't done anything else besides that role.
