〈 and 〉 are Unicode characters, is it okay to leave them in other titles except the original title?

Don't we make difference between those e.g. ～ and ~ ?

So, could those be replaced with simple non-unicode <> ?

We usually replace the unicode characters with their non-unicode equivalents, so in this case, you could use the < and >.
