I don't think there's anything special about the BGM in the Shenmue arcade, it's just the regular main theme isn't it? Besides this album was released 2 years before Shenmue. Anyway the last track here is just the main theme with gameplay sound effects.

That is what's different about it, that it's overlaid with sound effects. A large part of the game is in an area called Sakuragaoka, and of course the game was in development well before this released (this was actually the same year it moved from saturn to dreamcast and dropped the VF link). The name is so specific that I'm not sure what else it could be.
