The top name, Makinosuke Kubota / くぼた牧之介 ( https://vgmdb.net/artist/9219 ), is the arranger/performer.

The bottom name, Dr.Ryo, is the illustrator.

Ahh, so that's why the UTOPIA2 website also had banners and links to MTK2 pages.

I thought maybe the groups were just friends, but the release years of works on both labels were running parallel, interesting. Maybe just for the stylistic direction.

The credits are pretty funny. Makinosuke Kubota credited himself for Arrangement, Performance, Desertion, and Prostration.

The last two are funny just on their own (逃走 - desertion) (土下座 - prostration). But he also changed the kanji for the first two.

Usually "arrangement" would be written like this 編曲, but he changed it to 変曲. It's pronounced the same way, but while the first kanji can mean "change" in certain contexts, it also means "unusual/strange". So the meaning can be interpreted as "strange arrangement" or "strange composition" or something like that.

"Performance" is written as 演奏 (pronounced えんそう/ensou), but he wrote it as 演騒. Again, it's pronounced the same way, but that second kanji means "boisterous" or "clamor". So it changes the meaning to more like "a boisterous performance"
