I'm not sure how much this album has to do with the SNES game, or if there is some anime, but it's a drama/vocal CD anyway.

Also, I am not positive of the reading for 桑原芳郎 but I went with Yoshiro Kuwabara (not to be confused with the WW2 fighter pilot ace.)

According to JGML, there's a total of 4 CDs, only two were commercially available and two, apparently, were included with the SFC versions, the first one, Makeruna! Makendou, has a song (which might be based in the tune that plays at the demo), a small drama and the Karaoke version of the song. The second, Makeruna! Makendou 2, has a song for the sequel, this game was not released overseas, it is a 1 on 1 fighter game.
The disc that's in VGMdb, might be a drama for both games, the characters in the cover appear in the sequel but the title doesn't have the 2 in it. It doesn't seem to be from an anime, it would say it on the title or would have the copyrights for the animation company.
The fourth release seems to be the theme song for the PS version of Makeruna! Makendou 2.
