I was wondering how a 12 episode series had 8 enclosures only to find Aniplex is releasing one episode with each release. Seems kind of silly. Have they done something like this before? Kind of doubting a stand alone CD release for this so that only increases the waiting time =/.

No, they haven't done something like this before. This isn't going to be a normal thing though, so don't worry. Also please note that these releases are spaced two weeks apart so it's still the same amount of waiting as a normal 6 volume series.
Aniplex would be smart to do a CD release for this since Jin can push sales - his latest album made it to #1 on the Oricon Weekly Chart.
