I couldn't find any site that credited Masanao Akahori specifically for this album, but he's listed in multiple places as having composed for the arcade game:

Then, the only question would be if this is the arcade version or the Saturn version. For now, let's go with him.

Various Japanese sites give the credits for the vocal tracks.

It seems like this Super Real Mahjong stuff is somehow a precursor to Sentimental Graffiti.

That wikipedia article is pretty much all my doing, so if anything is massively incorrect there, feel free to barrage me with root vegetables.

For the record, the credits for the Mahjong games came from GMCL. I can verify from hearing P V on the SNES that it is very likely him - similar instrument samples as all his other SNES soundtracks, similar composition style, etc. Dunno about P VI yet since I'm yet to listen to it, but I reckon I'd be able to tell. I know, intuition in these matters is dangerous and not a good idea in general, but I assume GMCL got the credits from some more disciplined course of action.

EDIT: yeah this is surely Akahori. Check out Track 15 for some certified Cybernator-isms!

That explains why that Wiki article links to VGMdb too. It'd be too much of a coincidence otherwise.
