Here is an interesting thing. As GameChops licenses music from the original composers, it's a given they have to track who wrote a specific piece of music. So, going by this album notes, it looks like we got two more additions to the list of known Mega Man X composers.

You license music from the copyright owner, and for a lot of VGM that's the developer, not the composer. The company doesn't necessarily know or provide specific composer info when you license tunes. As an example of that, OC ReMix didn't get the composer of Boomer Kuwanger for For Everlasting Peace, and they worked directly with Capcom on it.

Further, if GameChops is getting compulsory mechanical licenses, they're not necessarily in contact with the companies at all besides filing the appropriate legal notices and royalty fees.

For this album, my guess is they thought the MMX composer speculation on the Capcom Wikia was fact and just went with that.

Bingo. Yuki Iwai, Toshihiko Horiyama, Kento Hasegawa, Seiko Kobuchi, and Shinya Okada all composed under work for hire and CAPCOM controls the works. We worked with them to obtain the mechanicals and we take care of monthly royalty reporting, at least for sales on Loudr and iTunes.
