Is Hisao the correct reading of the Kanji? There is a debate on MusicBrainz that it may be Toshio instead.

Seems like MusicBrainz debates aren't visible to the public.
Anyway Hisao Ogawa is how a composer from Epoch is written in Hiragana at least in both Doraemon: Nobita to Yousei no Kuni and Doraemon 2: Nobita no Toys Land Daibouken, see e.g. https://youtu.be/EtQmdOx9Hc0?t=8397 |

"Toshio" was given as a guess on GMCL so that might be how that reading got around, but as Datschge said it's given as Hisao in several games. This is from Chibi Maruko-Chan: Harikiri 365-Nichi no Maki:
