Tomoyuki Hamada listed both Shutokou Battle for the PSX (Tokyo Highway Racer) and this album on his old works list, but doesn't specify his role and if anyone else was involved. Worth noting that he also included the Dark Half OST on that list, and he apparently didn't compose anything on it.

Kotenha lists the musicians as Chamy, Yasutaka Hamada (a combination of Yasutaka Hatade and Tomoyuki Hamada?), and Masahiro Kusunoki, but who knows where that comes from. Kusunoki was never part of T's MUSIC, as far as I know.

btw, where does the Shutokou Battle R info come from? I've played the game and don't recognize any tracks from it (this album compared to the game), whereas there are definitely (only? the title would suggest that as well) tracks from Tokyo Highway Battle on this album.

Hmk I think I just confirmed it by loading the game Tokyo Highway Battle. The first 6 tracks are CD-DA tracks and used as Course BGM. The rest is as follows:

C-1: Intro
Roop: Main Menu
Wangan: Options
Wing: Selection Menu (Car, Course etc)
Crusing: Shop
Winter: Race Result
Drift King: Ending

All from Tokyo Highway Battle. So basically we have a full-fledged soundtrack release for Shutokou Battle for the PS1 and Shutokou Battle '97 for the Saturn (same music) here.

Oh (slightly off-topic now) any help on that Shutokou Battle R credit screenshot would be appreciated. Is that Tomoyuki Hamada as well?

The retailer blurb for this album on a few sites says that it contains music from Shutokou Battle R: http://www.cdjapan.co.jp/detailview.html?KEY=ABCA-4. I guess that's not the case, though. Thanks for checking it out.

This is an image of inside the front cover of my copy of the OST (took from a phone, as I don't have a scanner) and it does indeed list those three composers under music. Tomoyuki Hamanda is listed under sound director. Unfortunately there doesn't seem to be any information on who composed what song, though.

Quick bump, as there's more writing in the front cover that I never noticed somehow. I must be blind. No idea if any of it is useful information or not, as I don't even know where to start to translate Japanese.

Not particularly. It's just directions for handling the disc (e.g. don't make it dirty, don't write on the CD, don't use cleaning agents, don't put a cracked CD in a CD player, etc...) and storing the disc (e.g. not under direct sunlight, put it in a case, etc...).

The editor for the game's 2ch best VGM contest wiki page claims they contacted T's Music and confirmed Yasutaka Hatade composed all the music.
