Why does this guy do so little compositions and mostly arrangements ?

He seems quite skilled, but yet mostly works in tandem with others ?

Is there some kind of rule on which artists get to compose and who is permanently demoted to arranging ?

(Not saying that arranging isn't much work ... it just seems odd, to see such capable composers mostly doing arrangements)
