Compared to the more talked about names in the industry (Uematsu, Shimomura, Mitsuda), I'd personally say so.

He's definitely one of my favorite composers from T's MUSIC. Ever since I heard his work on Okami, Senkogu Basara or Devil May Cry 4 I knew this guy was something special, his music, always great quality, simply stood out from the rest. And this quality increased within the years I guess. BTW: did anyone listened to his original albums?
