I guess expert music LLC isn't a french company
but it produces french music? (because this music was used in the french dub in the 80s)

Expert Music LLC is an american company.
In this case, they release the complete western soundtrack of Japanese/French anime Ulysses 31 mainly for french speaking market (countries where this series was a great success), that's why all texts are in French.
This 2-disc set is made from freshly found original master tapes including Crockett, Egan and Shuki Levy BGMs (the same soundtrack used in the UK version broadcasted on the BBC), plus all opening/ending themes including the English version.

Analog to digital transfer and mastering were made in the famous Abbey Road Studios (London) and all discs and packages are manufactured in the USA.

Some more information on this release for what it's worth:

It appeared to me that this release was being sold exclusively through Amazon France under a third-party vendor for a number of weeks, but Amazon's stock completely ran out on August 24th. In my Google searching to find somewhere to buy a copy I found an official Facebook page for this soundtrack release (almost entirely in French):

The manufacturer has 96 copies remaining and they were put up for sale on their website on September 1st. Orders are limited to 2 copies per person, and about half of these 96 units have sold now:
