INFINITE was only involved with the three songs on the second disc of the full OST (Third Strike, Let's Get It On, and Moving On). This is basically just the first disc of that OST. Therefore, INFINITE should not be credited here.

Aren't 01, 02 and 32 arrangements of these three, with vocals even?

Yeah, I thought that too at first, but there are definite sound quality differences, and Staff Roll is purely instrumental. If nothing else, that makes them just as sampled as everything else Okugawa used to make the soundtrack. The second disc is really more a single for the group Infinte than an actual part of the OST, which is why it's considered a bonus for the Japanese OST and not included in the American OST.

Doesn't that mean that Infinite should be in the composition field instead of the arranger field?

Most likely, Hideki is composer/arranger and Infinite is the lyricist. 'Written by' often refers to lyrics as well as composition.
