This CD is sold by a certain group called "Shoji's Official Fanclub"
Though I find no information to certify their officialness.

Some reviews on Amazon JP said this CD is a copied CD-ROM from the official sampler of the soundtrack, which was provided on demand to workers within the industry.
If this is true, yes it is likely a bootleg. Suruga-ya lists this CD as doujin CD, technically not wrong imo.
