Same story as the Tango de Ikaruga Album; there's not much info I could decipher.
Found it on a YAJ auction along some scans.

This seems to be a Vocaloid2 arrangement album, since it mention Hatsune Miku (Vocaloid2 character).

Weird album since the seller sells it under the "Original Soundtrack CD" name, that is completely false.. Also the tracklist is the original one for the game (but the bonus track)

Note that i am not saying this video correspond to that album.

There's a digital collection of tracks called "Mikuruga" that's been floating around for years now. It has ten tracks (all of the game's music), with all instruments except drums being Miku, as well as a bunch of the game's voice clips done with Miku as well (probably all of them, but it's not like I verified them one by one). That video Myrkul linked was composed with the stage 1 theme and the sound effects. I don't know who's responsible for the any of it.

As for this physical album, I have no idea if it has any relation to the digital one. The same music, burned onto disc by the same person, or someone else looking to make a buck? Or a completely different set of arrangements altogether? No clue. This has two more tracks, though: whatever "Are you ready?" is, and that bonus track, which I'm going to go out on a limb and guess is a Radiant Silvergun arrangement.

Here's a blog post by some guy who lists the album as part of his M3-25 purchases: http://www.noisyspot.jp/blog/?p=819. He lists the circle as unknown, which is immensely helpful. But it does appear that this album may have been sold at at least one event.

Soooo I think I got this figured out.

On this page for M3-23 (5 May 2009), under the entry for circle moe@mikuru it states that they're distributing a "Mikuruga CD" for free (search for the text ミクルガ). At the same time they're releasing their own album, Hatsune Shinkiroku. (Bonus trivia: that CD contains Touhou arranges by two professional VGM artists)

On Mikuruga no Hito's blog (the guy who made the Mikuruga videos, posted on nicovideo), he mentions the collaboration with moe@mikuru on Hatsune Shinkiroku, although for some reason he doesn't mention the Mikuruga CD. By the way, the Mikuruga tracks are available for download from that page.

And for the final piece of the puzzle, one of the Mikuruga tracks appears in Gekitsuiou Vol.1. It's credited to:

Rando-K(ミクルガの人) (source)

Therefore, Mikuruga no Hito = Rando-K of WOODSOFT.
