Just a quick note that the catalog number VIZL-117 appears only on Obi, everywhere else (booklet, insert, back cover, and disc) it says VICL-61377. Official website of Victor Ent. acknowledges it by VIZL-117: http://www.jvcmusic.co.jp/-/Discogra.../VIZL-117.html

While other websites have an entry for either one/or both. Surugaya for example:

They are both essentially the same thing though.

But it's not the same, the VIZL always comes with bonus (box, dvd, cd, etc) like Limited Edition and the VICL with only CD. Also according surugaya JAN and Price are different. Also the VIZL says ※〈CDエクストラ〉.

VIZL releases use the regular edition stuff without updating CD artwork like a lot of other publishers that even put two catalogues on the same CD
why printing two different info on the same CD (it's more economic for them)

Ok, yeah it makes sense that it's easier for them to manufacture the same album for a regular and limited edition. Probably the only thing they had to print differently is the Obi for regular edition. Other than that the album's contents are identical.
As for CD-extra, yes I can confirm this VIZL CD does have it, but it's literally 1.28 MB in size (some really trivial stuff) so it is likely it was included in the regular edition print as well.
