Looking at my saved covers.. It seems like there was a DISC 3 "not for sale" at some point.
No idea how you could obtain it.

Through Sega Direct, as a first run bonus, according to the box on the right.

Raiden II New doesn't seem to be a bootleg so much as a really cheap rerelease, like the "2000" versions of the RF games. New is a different version of the game that was in a double board with a more or less identical DX.

Unless it specifically says "bootleg" somewhere in the booklet or on the website... which would make the situation far more confusing...

Changed the catalogue number to INDV-0109~10. The backside of DVD1 has the cat.# INDV-0109 listed while DVD2 has INDV-0110. This also explains the gap in the INDV stem. Now I only need to find out if Raiden Fighters The Onslaught also carries two catalogue numbers...

Shouldn't the Bonus Disc ("Level 03") have it's own entry? After all it wasn't part of the set and even carries it's own catalogue number (RDN-001). Also no mentioning of it on the INH website whereas other releases do (Garegga, RF Aces etc.).

Now added: https://vgmdb.net/album/103524

I think that's what has been done in the past. For example, first press Konamistyle orders of Starmine (LC1799~1800) came with a Starmine Seiryuu disc (LC-1801) that has its own separate entry.
