I got some info from filmscoreking:

I got in contact with one of the ex-developers of Interplay who was on the team for making the soundtracks to games like Giants: Citizen Kabuto, Icewind Dale, Fallout and Baldur's Gate. He himself made these soundtracks but Baldur's gate was only limited to a release of 50 copies whereas Fallout was released on a larger scale of about 2000-3000 copies. The soundtrack is not a bootleg but I'm not sure if you would call it a composer promo either as Jeremy Soule had nothing to do with its production, only the team from Interplay. It was released more on the basis of distributing among the staff at Interplay

He also included a picture which shows the soundtrack (upper right). So, it looks like it was made for local distribution at Interplay, but it was never actually released. My gut feeling is that it doesn't qualify for an entry, but I'd like to hear some more thoughts about this.
