If someone could translate the liner notes from Hideaki Utsumi and Wataru Hama, I'd be very greatful.

EDIT: Well, I took the liberty of extracting the text on my own. It seems like they don't actually mention anything composition-related.

I really don't think we should be classifying audio editing as arrangement, especially editing of voice clips. At that point we might as well throw in anyone who ever touched a piece of audio in the game.

Is this album actually "complete" in the literal sense? It doesn't seem to feature the tracks on CPCA-1001 unless the titles were changed for this release.

This album is meant to "complete" CPCA-1001. So these are additional tracks, none of which are featured on CPCA-1001, or vice versa. This one's not quite as good as the Original Soundtrack album IMHO, but there are definitely some must haves, like Wreckage of the mad experiment.

I see, I thought that might be the case, but I wasn't certain since (unless I'm mistaken) the "Complete Version" (CPCA-1052~3) of Code Veronica's soundtrack does appear to be the complete version of the album that released a year prior (CPCA-1037.)
I have to agree with you on the Original Soundtrack having an overall better selection, but as you said certain tracks exclusive to this album such as Wreckage of the Mad Experiment are indeed must-haves.

This may sound dumb, but shouldn't the artwork be rotated 90°?

I think it's that way because that's the way the booklet opens.

I don't get how they filled a disc with music that didn't appear at all on CPCA-1001. So they knew they were going to release CPCA-1011 sooner or later? I'd feel cheated if I bought CPCA-1001 and found out half the game's music was missing...?

I think it was pretty fair. The OST has pretty much all the main important tracks and this one mainly the leftovers. Although I love the music from RE2 I seldom if ever find myself listening to this album.

I don't know RE2 very well so I can trust you that the good tracks are on the other album
