This is in all basic statement... a russian/japanese production heavily inspired on BLAME! manga, and pretty sure the production of the movie of BLAME! saw this, as the sounds effects and elements of the soundtrack itself were passed unto to the movie.
Still, this can easily be a story set in the world of BLAME!.
