I believe the soundtrack is composed by Takeshi Abo, but also has remixes of each track, possibly arranged by Epsilon Zero (Jamison Boaz).

Game has a couple of new tracks also by Abo (vs Phantom Breaker Extra), and a new arranged bgm mode (for all music, not just stages/etc) that does seem to be by Epsilon Zero / Jamison Boaz, from various twitter/youtube links.
